This is the fourth time I had the honour of issuing invitations for the state dinner on the Queen's Birthday in Hongkong; and, until this occasion the Officer in Command of the Troops and all the other guests to whom cards are e sent, including every member of the Legislative Council, have done me the honour to

accept the invitations. Legislative Councils are not always unanimous in supporting

a

Governor's policy, but whatever little hospitalities Government House can_ afford political differences do not affect them, and as a matter of course I sent

an

invitation to the Honourable William Keswick, a gentleman who since Mr. Lowcock's resignation, has been

frequently described in the local papers-
